| From Class Clown to Creative Craftsman: The Story of Isaiah Banks and Zaya’s Custom Epoxy
Colonial Beach is home to many inspiring stories, and Isaiah Banks is one of them. A proud product of the Colonial Beach school system, Isaiah—better known by his nickname, Zaya—has transformed his passion for creativity and craftsmanship into a thriving enterprise: Zaya’s Custom Epoxy.
Zaya’s journey began nearly a decade ago in a Colonial Beach High School science classroom, where he met his longtime partner, Mackenzie Donovan. Today, Mackenzie teaches science in that very same classroom, while Zaya is busy creating unique epoxy floors.
His introduction to the trade came through Mackenzie’s sister’s boyfriend, who managed a temp agency for skilled trades. Zaya explored roofing, paving, and flooring, but it was epoxy that captured his imagination. “I enjoyed all of it,” he says, “but I was especially drawn to epoxy flooring. It’s chemistry—you have to mix it right. But it’s also art.”
After apprenticing and earning his license in industrial flooring, Zaya began experimenting with color theory and surface techniques, blending science and creativity into every project.

Zaya’s roots run deep in Colonial Beach. He grew up in Riverwood until age 14, then moved to 7th Street, and later spent his final high school years in Riverbend, Virginia. Known for his playful spirit, Zaya admits, “I was the kid that riled people up.” Mackenzie laughs, “The class clown.” But that humor, they agree, was both a challenge and a charm. “Mackenzie grounds me,” Zaya says. “She gives me direction.”
Together, they are a great team. They support each other’s work and give credit to one another for their achievements. Zaya’s work can be seen in both private and public spaces across the state, including recent projects at Lenny’s, Ice House CB, and soon, a special donation to the town: epoxy flooring for the public restroom near the cannon memorial at Boundary and the beach.

Happy July Colonial Beach! As we step into the heart of summer, there’s a special energy in the air. Longer days, warm breezes, and the unmistakable sound of community coming together. Whether you’re enjoying a sunrise stroll along the boardwalk, attending one of our summer events, or simply catching up with neighbors, July reminds us why we love calling this place home. This month, we celebrate the spirit of independence and the freedoms we enjoy as a community. But beyond the fireworks and festivities, it’s a great time to reflect on the power of connection, resilience, and progress. Every smile shared at an event, every volunteer effort, and every small act of kindness helps make our town stronger and more vibrant. We’re especially excited to welcome back the carnival this year! It’s a beloved tradition that brings joy to all ages, and we hope you’ll come out and enjoy the rides, and festive fun. And don’t forget about our spectacular fireworks show that will light up the sky on July 3rd! We have more exciting things ahead, and your continued involvement will help shape what’s next. Let’s keep the momentum going Colonial Beach! Stay safe and soak up all the sunshine and good vibes this season has to offer.

July 4th isn’t just about fireworks and cookouts (though we love those too!). It’s a celebration of the bold beginning of the American story. On that day in 1776, a group of dreamers lit the spark of freedom with the belief that everyone is created equal, and that life, liberty, and the pursuit of happiness are rights no one can take away.
As we gather with family, friends, and neighbors, let’s remember the bravery of those who came before us and the enduring spirit that keeps our nation strong. We’re lucky to live in a country where opportunity is real, voices matter, and hope never goes out of style.
So, whether you’re lighting sparklers, visiting the carnival, or just enjoying the beach breeze, take a moment to appreciate the freedom we share and the values that unite us.
Here’s to liberty, unity, and all the things that make America shine.

| Independence Day Weekend Thursday, July 3 - Friday, July 4
Thursday, July 3 The Federal Holiday weekend kicks off with fireworks after dark on July 3. Enjoy time on the beach and watch as the show begins just after dark from the Town Pier.
Friday, July 4 Friday is a Federal Holiday and Town Hall will be closed. It’s also the beginning of the biggest weekend of the summer! The carnival will be back and parking rules are enforced. The Town of Colonial Beach is excited to announce a special Back-to-School Community Celebration hosted by the Torrey Smith Family and LEVEL82, the nonprofit founded by two-time Super Bowl Champion Torrey Smith and his wife, Chanel Smith. This family-focused event will take place at Torrey Smith Park on Thursday, July 31 from 5:00-8:00 PM. The event is open to families with school-age children. Arrive at 5:00 to see Torrey and Chanel receive the Key to the Town! Backpacks and school supplies for students A DJ, bounce house, games, & giveaways Complimentary refreshments Opportunities to connect with community resources
LEVEL82 is dedicated to empowering families and building stronger communities by creating safe spaces and providing essential resources. This event reflects that mission by bringing together families, volunteers, and local organizations to support students as they prepare for the upcoming school year.

| Man Rescued from River During Potomac Riverfest
On June 13, 2025, at approximately 6:57 p.m., Colonial Beach Police, Westmoreland EMS, and the Colonial Beach Volunteer Fire Department responded to a report of a possible drowning near the Colonial Beach Town Pier during the Potomac Riverfest.
Detective L. Gilliland and Officer R. Tate arrived to find a man in the water about 50 yards offshore, clinging to a boat occupied by two juveniles. The man called for help, prompting the officers to enter the water and swim out to assist. Officer M. Dean arrived shortly after and helped coordinate the rescue.
CBVFD personnel brought a rescue rope, swam out, and secured the boat. They pulled the man, the juveniles, and the officers safely to shore. All individuals were evaluated by EMS and released without injury.
The quick response and teamwork of local first responders prevented a potential tragedy. |

| John Sawdy Colonial Beach Community Enhancement Officer
My name is John Sawdy. I am native to King George and currently live in Westmoreland County in what we call Leedstown Proper. After graduating King George High in 1996, I went on to start my college career at the Virginia Military Institute eventually moving on to Frostburg State University where I earned a Bachelor of Science Degree in Earth Science and Geography. Right out of college I went to work as a Landfill Gas Technician for a private company in Virginia where I managed the gas systems on landfills in King George County, Waverly County and Lynchburg City, VA. From there I went on to be an Environmental Health Specialist for the Virginia Department of Health in Stafford County. This is where I began my career in the Onsite Septic system design, inspection, and enforcement sector. After working for the State of Virginia and a short stint as a teacher at Washington and Lee in Montross, VA, I went into the private sector for Onsite Design and inspection. Over the past twenty-four years I have worked in the Northern Neck and Fredericksburg Region as a Designer, Operator, and Installer of onsite septic systems for residential housing. Over the past year or so I have worked to downsize the company and look toward a career in the Planning and Zoning world which has led me to The Town of Colonial Beach. I look forward to learning the Town's Zoning and Enforcement Rules along with working to become Certified in Planning and Zoning.

| Jessica Bower Colonial Beach Parking Enforcement Officer We’re excited to welcome Jessica Bower as the newest member of the CBPD team, serving as our new Parking Enforcement Officer. A proud resident of our town, Jessica brings valuable experience from her previous role at the Caroline Detention Facility.
She’s currently training alongside Officer K. Wendell, learning the ins and outs of our local parking program. Jessica is eager to get to know the community and help keep our streets safe and orderly.
If you see her around the office or out and about, be sure to say hello and give her a warm welcome! |

| Robert Johnson Colonial Beach Accreditation Manager The Colonial Beach Police Department is proud to welcome Robert Johnson to the team in a civilian role as the CBPD Accreditation Manager. Johnson brings with him 25 years of distinguished service with the Metropolitan Police Department in Washington, D.C. Throughout his career, he served as a patrol officer, crime scene technician, acting sergeant, and most recently as a crime scene coordinator. In addition to his extensive law enforcement experience, Johnson is also a proud U.S. Navy veteran. We are honored to have him join our community as CBPD Accreditation Manager and look forward to the expertise and dedication he brings to Colonial Beach.

| Summer Interns Colonial Beach Summer Internship Program: Alijah Shelton, Harmony Williams, & Noah Foster Harmony Williams helped to kickstart a new virtual data archive for Community Development & Zoning by entering filed information into the Town’s records. Alijah Shelton assisted in the Finance department by applying information into the Deposit Schedule, while also scanning and sorting files in Community Development and Zoning. Noah Foster wrote fresh Standard Operating Procedures for the financial database and helped to reorganize the filing cabinets in Zoning.
“Working with the wonderful staff at Colonial Beach Town Hall has allowed us to greatly expand our knowledge and play an active role in the important work that goes on to make this town happier, safer, and more vibrant than ever. Thank you to everyone who worked tirelessly to make this opportunity possible; we appreciate all the time you’ve taken to teach us new things, be our mentors, and inspire us to reach new goals.” |

| ECONOMIC DEVELOPMENT - JULY 2025
Tourism has been an economic driver in Colonial Beach since its very beginning in 1892. Keeping with that tradition, the Colonial Beach Economic Development office is working on several initiatives aimed at enhancing the Town's position in the marketplace and increasing the number of visitors to our community. The first is a featured interview — Love, Love, LOVE Colonial Beach — on Richmond's Channel 12 noon program on Thursday, July 3 to showcase our Independence Day weekend events. The next is a revamp of our Web Site, visitcbva.com, to better illuminate and market all of the wonderful assets we have here. As the summer rolls on, watch for more news about our work!
